The review evaluated the implementation of the UN’s Management and Accountability System for the Resident Coordinator System, including the “functional firewall” separating RC and UNDP roles. It assessed achievement of expected outcomes/outputs in the 2009 Implementation Plan and 2008 vision. The extensive review involved document analysis, country visits, interviews with over 400 stakeholders, and surveys of around 640 UN personnel across countries/regions/HQ. While noting progress, it identified areas needing improvement like guidance, reporting, RC selection, joint programming, and defining/measuring results. It provided 49 findings and 25 recommendations across areas like accountability, RC system, firewall, and implementation.
