DE developed the strategic plan for APCTT using the Results-based Management (RBM) framework, an approach that emphasizes end results to address the common issue of poorly defined outcomes in program planning. By starting with the target population and posing critical questions like “to what end?”, “what change do we want to see?”, and “how will we know and show we have achieved the outcomes we set out to achieve?”, RBM guided the entire program management cycle. This method ensured that the strategic plan was not only well-aligned with the needs and priorities of the Asia Pacific region and its member States but also effectively structured to enhance APCTT’s efficiency and impact in critical areas such as climate change adaptation, technological advancement, and pandemic recovery.
